“Learning without a brain”

Living systems at all levels, even single cells, can adapt to unforeseen challenges for which they have not been designed. They have in them complex and plastic networks, such as genetic and biochemical networks. Can we think of them as learning systems, without neurons or brains? What can support such learning, and what are its implications?
